Introduction
Rarely does man have the opportunity to contribute his share by promoting an important project the significance of whose success is a better life for our children and for future generations. Support for the initiative to establish an international youth congress and the participation of youth in the shaping of their future is such an opportunity.
What is the Idea Behind the International Youth Congress?
At present the SARS epidemic is demonstrating to humanity the global risks latent in the disregard evidenced by the policy makers of the world towards the environment we live in, from both the social and the economic points of view; these risks far outweigh any risk of non-conventional warfare and terrorist acts. The inclusion of youth in the shaping of its future is necessary today in order to bring about a democratic change in the priorities of our existence from the point of view of "Peace and Security" to the point of view of "Law and Order". In other words, to make the transition form a political policy of "putting out fires" to one of "anticipation". Otherwise, the danger is that all the achievements of human intelligence - thousands of years of development - will be lost forever.
A. Over the years, various international environmental and social committees arrived at important decisions and conclusions. However, due to world leaders fears of instability in their regimes, these were impossible to implement. Under these circumstances, only the formation of a new global mechanism, in which adolescent youth will provide the leaders with a legitimate lever in public opinion to implement various decisions relating to our environment, is a viable option.
B. Representatives of a great many organizations operate in the world, and they all view themselves as worthy of a seat on any international congress. So as not to harm any organization, the Youth Committee will be a neutral entity, which will make use of the experience and knowledge of experts from any organization which will agree to assist in the field of its expertise. Thus a mechanism will be formed, solving the complex problem of shaping an international mechanism with a global social influence, which will gradually change the order of priorities in the world.
C. The founding of this new global political mechanism will save bloodshed and the wrong exploitation of the Earth's resources, since it will be headed by a renowned leader who will navigate the political-global world, mildly and with understanding, vis-?-vis the leaders of the world on the one hand, and will provide a stage and express the will of the youth of the world in the shaping of their future, on the other. He will be flanked by a board of trustees, which will market the decisions arrived at and, when necessary, will supervise them.
D. Current observation of most NGO's on the establishment and the trends derived therefrom regarding the social cohesion of the human race, is marked by a loss of internalization of our common denominators and the almost total erosion of norms of morality (there are growing groups involved in global demonstrations, and in my opinion, only a youth congress will in time balance out the attitude of these organizations towards the establishment).
E. The activity of such a congress will, in the future, enable various regimes to derive legal decision which be based thereon.
Summary of the Congress Structure
A. One boy and one girl will be selected from each country.
B. The ambassadors' ages will not exceed 25 (the definition of youth according to UN criteria).
C. The ambassadors' period of tenure will be two years (may be changed) and this period will be acknowledged with points as part of their higher education.
D. Each ambassador will have the right to vote according to his/her conscience and according to his/her personal understanding of the collective reality.
E. At these congresses there will be no separate discussions by mean and women (in order to neutralize any religious or social significance relevant to this or that stream among the world's population in the decision making process).
F. All information regarding the course of the congresses will appear on an Internet site, in order to create complete transparency.
G. All the congresses contents will be in English, on a first language basis.
H. The congress chairperson will be the former leader of a nation or an organization, and will be elected by the youth ambassadors every five years. During the election process the candidates will give lectures on their future vision and credo to the young ambassadors.
I. Leaders wishing to be candidates will accompany the congress in order to learn its operation.
J. The congress chairperson will be accompanied by a board of trustees which will oversee the decision taken and will supervise and promote them.
K. The chairperson of the congress will have the right to discuss the decision making process with any leader or any other entity.
L. Royalties from business operations stemming from congress applications will be paid into the congress fund.
In Short, What Will the International Youth Congress Do?
The youth congress will submit applications only to the annual leaders congress at the United Nations, on two levels:
A. As a group, the ambassadors will deal with global social issues; issues, of which one will be brought forward as an application with a democratic vote, while the remainder will be looked at again in the following years. The global social application can be a social educational issue, such as a common subject for study (thus we begin to define and to internalize the denominators that are common to us a individuals and as a society, to bring the different cultures closer to each other; common denominators appearing in various writings connected with the establishment of the congress).
B. As a regional group, a regional application will be submitted once a year, for techno-environmental issues, such as:
1. A water channel from Turkey to Israel, for the wellbeing of the region's nations.
2. The establishment of regional environmental centers in each nation, for a more efficient handling of the residents.
3. Ways to reduce the use of fossilic materials for energy.
4. The development of agriculture which takes into consideration regional conditions.
5. Encouraging industries for recycled materials, in order to minimize the depletion of the Earth's resources.
6. Reference to the channeling of the Earth's resources to durable developments, instead of channeling the resources to the non-conventional arms race
How to Submit the Applications
In 1996 I first published the three-clock theory. According to this theory, in short, if the assumption is that time is the first technological common denominator for the human race, why then, the life of the world's population flows according to three clocks:
The clock of time: A clock which describes the coordination of our daily activity in relation to our environment.
The political clock: A clock which reflects the decision-making process in the various regimes, from the dictatorship whose clock is almost stopped, due to the mastery of the leader who dictates his life's reality to his subjects, at his discretion, all the way to the democracies in which elected people seek short-term projects in order to show their voters receipts
every four years, including the inefficient custom according to which every dispute must
first of all result in conflict and only then reach the negotiating table.
The evolutionary clock: Here, in fact, it is the nature itself which runs our lives in conjunction with our environment, as evidenced by our changing deployment as far as clothes, food and energy, according to the seasons.
· The reason for the development of this theory is the necessity to awaken public consciousness to the fact that a synchronization is between these three clock is required in the decision-making process, in order to assure the future of our children and of the next generations. In order to instill in the population and leaders of the world this fresh, innovative and educational way of thinking.
Any application submitted to the leaders' congress will be described according to the three clocks:
* The clock of time - will describe the history of the progression of events up to the submission of the application.
* The political clock - will describe the constitutional standing of the application (including precedents) and the political steps taken up to submission of the application.
* The evolutionary clock - will describe the considerations, the reasons and the vision behind the submission of the application in its form, as well as an evaluation of the duration of its implementation.
How Can an International Youth Congress Affect the Future of our World?
Two applications will be submitted to the annual leaders' congress in a special ceremony in which the congress chairperson will read a summary of the applications to the leaders (full particulars of the applications will appear on the site) in front of the world news media. During the course of the year since the applications will have been submitted, they will be presented for discussion at schools throughout the world at all levels. The students will be given the opportunity to research them scientifically as well as to create works of art around these applications (to continue to develop the achievements of human intelligence).
At the next annual leaders meeting the United Nations Secretary General will publicly explain a summary of the leaders reasons for implementation of the applications.
Applications which the leaders will decide to implement, will set in motion the construction of far reaching educational and economic processes, while each regional and/or global project will implement the most advanced technologies and scientific tools, funded by business companies which will be selected though tenders and will also receive initial support from the youth congress fund.
The congress chairperson will follow up on the implementation of the applications and will report to the ambassadors on his/her follow up (which will be carried out by means of methods such as PERT and GANTT charts) three times a year. Delays in the implementation of various projects agreed upon by the leaders, due to bureaucracy, will result in the leaders addressing the media, to recruit the youth's public opinion and that of any other interested parties, to demand explanations from the relevant leaders.
In my opinion, an intellectual momentum at the level of such a youth congress will create new balances, which will assure the of youth in the durable development which is the pressing need for the preservation of the development process of human intelligence. Furthermore, the educational facet will receive a global dimension on levels touching on common denominators that will be agreed upon without discriminating between religion, race or gender.
In the future, this process will enable the construction of tools for navigating through the economic process of supply vis-?-vis demand among the population of the world, even in times of future environmental crises, of which thousands of the best scientists in the world warn today.
I feel that such an initiative will directly impact on the involvement of the population in contributing to the community, it will influence the stoppage of the global arms race, in it will affect the psychological foundation of personal security based on environmental understanding, rather than on a foundation of physical fear - that is terror.
How Can You Help in Making this Idea a Reality?
A. In Stage 1 the initiative will require a basic organizational deployment, for advertising/public relations deployment, which will be determined according to the appropriate media priorities and according to the content accompanying the initiative.
B. In Stage 2, or concurrently, the initiative will be distributed to the congress on the Internet (an existing site) and to the media combining an interactive format, such as prize-bearing questions regarding the common denominators connecting us. It should be emphasized that if such a campaign can be humoristic without impinging on the seriousness of the initiative, it is highly recommended.
C. An application will be directed to a number of world-renowned artists, known for their contributions to the community, to invite them to join the board of trustees, and to have them assist in promoting the initiative.
D. Contact will be made with the Secretary General of the UN in order to examine possible ways for cooperation.
E. In Stage 3
a) A psychological team is to be established to build an international adaptation test for potential candidates to ambassadorial positions.
b) An organizational team is to be established to prepare the congress and to contact the seats of power throughout the world, in order to promote the information necessary for its operation. It will prepare a timetable for the ambassadors, including cultural activity in the leisure time.
c) An application is to be made to a nation which will host the congress for a period of at least 10 years. The host nation will benefit from its being the center of all social and business activity connected with the project.
Summary
Your support and help are necessary in order for to transform this project from an idea to reality. The fruits of the project's success will be reaped by us and by our children, if we succeed in leaving them a better world.
